今天拆解月初CATTI的內容，這篇是關於北京婦聯的，先拆解上半部分。

北京市婦女聯合會是北京地區各族各界婦女的群眾組織，也是中華全國婦女聯合會的地方組織。其基本職能是代表和維護婦女權益，促進男女平等。北京市婦聯的最高權力機構是北京市婦女代表大會，每五年舉行一次。北京市第十四次婦女代表大會2019年6月18日開幕。
過去五年，北京市認真貫徹男女平等基本政策，制定出臺了一系列惠及婦女兒童的法規政策，大力實施婦女兒童發展規劃，持續完善婦女工作的科學機制，領導和支援婦聯改革不斷取得新成效。當前，北京正努力建設國際一流的和諧宜居之都。實現這個目標，需要包括婦女在內的全市人民共同奮鬥。
第一句
“是。。。也是。。。”的處理可以選擇簡單的並列：
is。。。， and also a。。。
這句話當中有2個專有名詞， 注意要查一下：
北京市婦女聯合會Beijing Women’s Federation （BWF）
中華全國婦女聯合會 All-China Women’s Federation
群眾組織可以是
mass organization
，也可以是公民團體組織
civil society organizations
。如果這兩個都想不起來，
NGO
在這個語境裡也是可以的： non-governmental organization （a charity， association， etc。 that is independent of government and business） 非政府組織（獨立於政府或商界的慈善機構、協會等）
地方組織，此處意為“中華全國婦女聯合會”的地方分支：
regional branch of。。。
寫兩個參考譯文：
北京市婦女聯合會是北京地區各族各界婦女的群眾組織，也是中華全國婦女聯合會的地方組織。
第二種處理方式：只選一個做表語，另一個處理到附屬成分，在這種情況下，最好處理為插入語。這句話可以選擇“北京地區各族各界婦女的群眾組織”作為表語；“婦女的組織”可以適當增詞，維護婦女權益、團結婦女群眾的組織：
Beijing Women’s Federation (BWF) is an NGO of women from all nationalities across all sectors in Beijing, and also a regional branch of the All-China Women’s Federation.
Beijing Women's Federation, a local branch of All-China Women’s Federation, is a mass organization that brings together women/safeguards the rights and interests of women from all walks of life and of all nationalities in Beijing.

基本職能
basic function
，此部分可以處理到狀語部分：
as part of its basic function。
也可以用句型
it is committed to。。。/it works to。。。
表示致力於做某事，這和“基本職能”要表達的含義是一樣的。
男女平等：
gender equality
先寫一個譯文：
其基本職能是代表和維護婦女權益，促進男女平等。
上一句話如果已經使用過safeguard，且此處“代表和維護”如果都翻譯出來感到繁瑣，也可以直接合並譯為
focuses on/is committed to
。
又或者，我們可以把“基本職能”動詞化，也就是這個組織一直努力在做什麼：
it works to。。。
：
As part of its basic function/commitment, BWF represents and safeguards women’s rights and promotes gender equality.
It works to protect the rights and interests of women and promote gender equality.
第三句 & 第四句
機構，可以用
organ
：（ formal ） an official organization that is part of a larger organization and has a special purpose （官方的）機構，機關
可以發現“北京市婦女代表大會”出現了2次，只不過第二次出現多了一個“第十四次”，所以當它第二次出現的時候，我們要把它簡化一下。
“每五年舉行一次”可處理為它的後置定語，遂有：
北京市婦聯的最高權力機構是北京市婦女代表大會，每五年舉行一次。北京市第十四次婦女代表大會2019年6月18日開幕。
The Beijing Women’s Congress held every five years is the supreme authority of the Federation, and the 14th session was unveiled on June 18, 2019.
第五句
這是個長句子，我們可以按照意群先把它做拆分。
第一小句：
過去五年，北京市認真貫徹男女平等基本政策，制定出臺了一系列惠及婦女兒童的法規政策
“認真貫徹政策”是前提條件，可以放到狀語的部分：
committed to。。。/fully implementing
。這樣的表達是政府公文裡的常客了。
“制定出臺”這個動作作為主幹部分。
主語：北京市
遂有譯文：
過去五年，北京市認真貫徹男女平等基本政策，制定出臺了一系列惠及婦女兒童的法規政策，大力實施婦女兒童發展規劃，持續完善婦女工作的科學機制，領導和支援婦聯改革不斷取得新成效。
第二小句：
大力實施婦女兒童發展規劃，持續完善婦女工作的科學機制，領導和支援婦聯改革不斷取得新成效。
這部分結構比較明顯，後半句是“大力實施、持續完善”的結果，所以我們可以選擇狀語+主幹的句式：
By doing。。。 +主幹
注意增補主幹邏輯主語，應為“北京市”，鑑於上半句已經出現過了，可以用個替換詞，比如：
the local government
。
“婦女工作”，可以是婦女事務，
women’s affairs
，也可以是
work concerning women
。
“科學機制”，何謂“科學”？我們在2021政府工作報告是怎麼翻譯出來的？（筆記持續更新中）中總結過，“科學”，要麼是科學技術的科學
science-based， scientific
，要麼就是“明智的、好的、現代化的”
sound， good， reasonable， desired， modernized， etc。
在確定翻譯之前，我們要先理解這個語境下的“科學”具體是什麼意思。那麼在這句話的語境中，應該是後者。
“支援。。。不斷取得成效”，這個短語有兩個動詞（支援、取得），我們可以只用一個詞
fuel
。
譯文1：
Over the past five years, committed to/fully implementing the fundamental policy of gender equality, Beijing has introduced a series of regulations and policies on the woman and child welfare.
還有一種就是用很簡單的句式結構，不去想什麼狀語+主幹，直接並列，也沒錯。把“支援。。。不斷取得成效”單獨成句，此時除了前面的增補邏輯主語“北京市”，也可以轉換主語為“婦聯改革”，即“在北京市的領導和支援下，婦聯改革不斷取得成效”：under。。。。
By rolling out development plans for women and children and refining the mechanism for women’s affairs, local governments have led and fueled fruitful reforms of the Federation.
In the past five years, Beijing has fully implemented the basic policy of gender equality and adopted a series of regulations and policies for the benefit of women and children. The city has devoted great efforts to executing its development plan for women and children and continued to refine the modernized mechanism for the work concerning women. Under its leadership and support, BWF’s reform has yielded new results.
第六句&第七句
“實現這個目標”，“這個目標”指的就是第六句的內容，所以這兩句話完全可以融合到一起
第一個思路，把第七句處理到附屬成分。
主語：北京
努力：
strive to
和諧宜居之都：
city of harmony and habitability
第七句處理為插入語：
a goal that requires。。。
寫個參考譯文：
當前，北京正努力建設國際一流的和諧宜居之都。實現這個目標，需要包括婦女在內的全市人民共同奮鬥。
